EU PSR and Verification of Payee: where things stand, and how to get your payment APIs test-ready
Verification of Payee (VoP) already applies to euro-area PSPs under the Instant Payments Regulation. The EU PSR would extend name-checking further once adopted. This page tracks the status and shows what I test so your payment flows are ready either way.
Not legal advice. This page summarises public sources as of 2 November 2026. It does not tell you which rules apply to your firm or when. Ask your compliance function or legal counsel.
Status at a glance (as of 2 November 2026)
| Rule | Status |
|---|---|
| VoP under the Instant Payments Regulation (Regulation (EU) 2024/886, Art. 5c of Regulation (EU) No 260/2012) | In force. Euro-area PSPs: from 9 October 2025. Non-euro-area Member States: from 9 July 2027 (per ECB). |
| EU PSR (proposed Payment Services Regulation, COM(2023) 367, procedure 2023/0210(COD)) | Not yet formally adopted or in force (status to be re-checked on the publication date). Provisional political agreement of 27 November 2025; latest step since then: see below. Council adopted its first-reading position on 29 October 2026; Parliament's second-reading approval (plenary indicatively 14 December 2026), signature and Official Journal publication are still pending. Dates and details can still change. |
| UK Confirmation of Payee (UK Payment Systems Regulator (PSR), Specific Direction 17) | In force for directed PSPs since 31 Oct 2023 (Group 1) and 31 Oct 2024 (Group 2). Varied by Specific Direction 17a on 22 October 2026, which removed the 1 November 2026 expiry so the requirement continues on an ongoing basis. |
The problem
- VoP adds a synchronous call to another PSP in the middle of the payment journey – a new latency and failure point.
- Four possible results (match, close match, no match, verification not possible) each need correct UI, API and logging behaviour.
- Name matching is full of edge cases: umlauts, legal-form suffixes, joint accounts, trading names.
- A retried payment must not bypass or reuse a stale verification.
How Assertwise helps
- Functional and API test suites for VoP/CoP flows: result handling, matching edge cases, bulk opt-out/opt-in for non-consumers, logging of payer decisions.
- Idempotency and concurrency tests linking verification and payment.
- Load and failure tests on the verification step: percentile latency, timeouts, retry behaviour, payday and month-end peaks.
Scope and deliverables
- Written scope within 2 working days.
- Test plan and automated tests in your repository (API tests, k6 load scripts).
- Report with reproducible findings, severity and suggested fixes; critical findings reported the same day.
- Retest after fixes.
What we don't do
- No legal or compliance advice; no assessment of whether you meet the Instant Payments Regulation, the EU PSR or UK rules.
- No EPC or Pay.UK scheme certification.
- No predictions of EU PSR dates beyond what official sources state.
UK: Confirmation of Payee
The UK is outside the EU rules. Its name-checking service is Confirmation of Payee, run by Pay.UK and mandated by the UK Payment Systems Regulator (PSR, not the EU Payment Services Regulation) through Specific Direction 17, with defined exemptions. The PSR's mandatory reimbursement rules for APP fraud have applied since 7 October 2024. I test CoP flows the same way as VoP: result handling, edge cases, latency and failure behaviour.
FAQ
Is the EU PSR in force? No. Status: provisional political agreement reached; not yet formally adopted or in force (status to be re-checked on the publication date). Council and Parliament reached a provisional political agreement on 27 November 2025, but as of 2 November 2026 it has not been published in the Official Journal. The Council adopted its first-reading position on 29 October 2026; the Parliament still has to approve it. I update this page when that changes.
We are not a PSP – does this affect us? If your product initiates credit transfers through a PSP, your UX and integrations still have to handle VoP results. Whether you have obligations of your own is a question for your counsel.
Do you test against EPC or Pay.UK test environments? I work with whatever sandboxes and test environments your provider or scheme gives you, and with stubs where no sandbox exists.
